The planned area extends between Futoški Put, Bulevar Slobodana Jovanovića, Branislava Borote Street, and the area west of Bulevar Evrope. The plan предусматриes the conversion of the former “Zapad” industrial zone into a modern business district located at a major entrance to the city, alongside the development of sports, recreational, and public facilities. This is a location where companies such as Jugoalat, Jugodent, Centroslavija, and the municipal bakery Hleb once operated.

The largest portion of the area—nearly 17 hectares, or more than 75% of the total surface—is designated for business use. The construction of business and mixed-use (business-residential) complexes is planned, focusing on tertiary and quaternary activities, including office space, retail, hospitality, service crafts, educational, and cultural facilities.

Buildings may have a maximum height of up to basement + ground floor + 15 floors, with a maximum site coverage index of 40%. At least 25% of each plot must be landscaped with greenery. Residential use will be permitted to a limited extent—up to 30% per plot, or up to 50% within complexes larger than 1.5 hectares.

The plan предусматриes the formation of large urban blocks, with mandatory on-site parking solutions and the possibility of constructing multiple underground levels for garages and technical facilities.

In the western part of the plan area, the construction of a sports center is planned, including indoor sports facilities and outdoor courts, with a significant proportion of green spaces. Sports facilities may include sports halls, fitness centers, courts for various sports, as well as the adaptation of existing industrial buildings for sports and recreational purposes.

Outdoor sports courts will occupy up to 35% of the sports complex area, while at least 40–50% of the space will be landscaped with greenery.

The plan retains existing utility facilities, including the Zapad Heating Plant, the Telep transformer station, and the Vršačka automatic telephone exchange, with an expansion of the heating plant complex. The existing gas station along Futoški Put will also be retained.

Additional green areas are planned in the southeastern part of the plan, serving as a buffer zone between infrastructure facilities and the new business developments.

The objective of the plan, as stated, is to align existing solutions with the Novi Sad General Urban Plan up to 2030, as well as to revitalize the neglected area of the former industrial zone, previously occupied by companies such as Jugodent, Jugoalat, Centroslavija, and the municipal bakery Hleb.
